PARK AND RECREATIONAL DIRECTOR

DESCRIPTION OF WORK

Under the direction of the City Administrator/Clerk, is responsible for the overall planning, directing and supervision of municipal recreational activities.  Promotes good will and develops a positive approach to public relations in the community by providing sound leadership.  Develops and implements appropriate recreational activities for all citizens within Waverly, the Waverly School District 145, and the surrounding area.  Coordinates with programs available outside of Waverly to provide recreational opportunities for kids of all ages.  Responsible for the construction and maintenance of grounds, buildings and equipment.  Continually promotes a good working relationship with all entities and maintains a good public image.    Works varying schedules, including nights and weekends.

DUTIES – EXAMPLES OF WORK

Oversees the daily operation of municipal recreation programs and facilities.

Administers all operations, activities and policies of the Parks and Recreation Department.

Responsible for the acquisition, planning, design/construction and maintenance of recreation equipment and park buildings, facilities and grounds.

Plans/directs renovation and/or construction/capital improvements projects; obtains bids; coordinates departmental work/projects among applicable government departments/agencies, outside services and contractors, consulting architects/engineers, utilities, legal entities, city boards, and others as appropriate.

Recommends fees for recreation programs where applicable.

Supervises both full time and part-time staff, including volunteers.

Evaluates effectiveness of recreation areas, facilities, and services; studies local conditions and develops immediate and long-range plans and goals to meet the recreational needs of all age groups.

Responsible for hiring, training, scheduling, supervising and evaluating employees, and coordinating volunteer activities.

Responds to citizen inquires, complaints and information requests.

Seeks input from the Park and Recreation Committee in the preparation of the annual budget.  Directs expenditures of departmental funds. 

Inspects recreational areas, facilities and equipment to determine safety, adequacy and maintenance needs.

Responsible for the development of marketing information designed to attract and enhance participation, including yearly program/facility brochure.

Acts as a liaison and staff to the Park & Tree Committee

Researches grants and programs of interest to the community in the area of recreation development.

Responsible for the development and implementation of the Wayne Park Site Plan and other park improvements.  Also produces an annual program and facility development plan.

Oversees the inventory and purchase of equipment and supplies including development of bid specifications.

Attends department head, city council, and District 145 school board meetings and reports as needed.

Solicits donations and corporate sponsorships.

Responsible for maintaining accurate records and evaluation summaries for all programs.

Coordinates capital improvement project development and scheduling with Maintenance Supervisor.

Performs additional duties as assigned.

PREFERRED QUALIFICATIONS

Must possess a valid driver’s license.  Graduation from an accredited university with a bachelor’s degree in recreation administration, leisure studies, natural resources administration, public administration or related field.  Three (3) years experience in recreation field; or any equivalent combination of post-bachelor’s degree full-time education and experience, with post-bachelor’s degree full-time education substituting on a year for year basis for the required experience.  Two (2) years supervisory experience.  Knowledge and understanding of recreation and park principles, concepts and techniques, recreational program development and implementation, and budget methods and procedures.  Certification in sports injuries, first aid, and CPR.  Must be able to lift, carry, or move equipment up to seventy-five (75) pounds.
